“中方的态度一直很明确：不愿打，不怕打，必要时不得不打。对此，绝大多数中国人立场和决心非常坚定，团结一致、众志成城。但也有少数人得了‘软骨病’，丧失了民族气节，到处鼓吹‘中国处于劣势，呼吁众人妥协’的投降论调，混淆视听、扰乱舆情、涣散人心。对此，我们必须旗帜鲜明地说‘不’，理直气壮地开展斗争，让‘投降论’成为过街老鼠。”
“正告那些崇美媚美恐美者，别再做美国政府霸凌的帮凶，别再试图用‘投降论’瓦解中国人的抵抗精神，执迷不悟、一意孤行的前方是万丈深渊。也希望国人擦亮眼睛，认清‘投降论’者的真面目和险恶用心，人人喊打，让他们再也不敢出来招摇撞骗，蛊惑人心”。
新华社是什么性质的媒体，不必多言，这篇文章还被全网转发，自然是代表了官方的权威声音，可见官方对这篇文章的重视程度。
这篇文章的意义太重要了。在中国已经决定对美国的科技封杀说“不”并开始进行反制的重要关口，这篇文章出现的正是时候。与《人民日报》的系列评论文章，主要是警告美国，表明中国立场，给美国划红线不同，新华社这一篇评论文章是正式向国内的“投降派”发出警告，给国内的“投降派”划下了红线。
为什么这个时候要出台这篇文章，我想原因无外乎两点：一是，高层已经下定决心对美国的遏制进行反击；二是，高层已经注意到国内那些投降言论透露出的问题严重性。
中国这样体量的国家，是很难被外部力量打败的，但是却很多次倒在“内部人”手里。
美国商务部长早已放言：“必须叫停中国制造2025，因为有中国内部力量帮助”。美国的底气来自哪里？一大半是寄希望于中国的“内部力量”。
这个“内部力量”，就是传说中的“第五纵队”，当然还包括新华社评论文章中指出的那些“崇美媚美恐美者”。他们擅长里应外合，外围力量负责在舆论上瓦解中国人的团结和抵抗意志，骨干力量则利用手中的各种资源配合美国的对华战略，目标是帮美国对中国实现不战而胜。
长期以来，为什么中国的舆论场上充斥着嘲讽中国的爱国主义，嘲笑中国各种自主创新的努力，对中国的各种进步进行冷嘲热讽的声音，就是因为有这些美国寄予厚望的“内部力量”存在。他们的话语权，一度压倒了爱国的声音，其对舆论的掌控力，反映了这些“内部力量”在中国的力量之大。
因为这些力量的存在，中国就要面对内外两线作战的不利局面。在应对跟美国这样的对手进行激烈较量之时，美国这种“内线作战力量”会极大的干扰中国意志与行动，产生的破坏性是很致命的。
我们可以设想一下，美国虽然对中国还具备有实力上的相对优势，但是这种优势也远未强大到中国必败的程度。美国要想击败中国，光凭正面的攻势，是很难的，所以，“内部力量”的作用就很重要，美国商务部长的话就是把希望的重心放在“内部力量”的作用上。
所谓明枪易躲，暗箭难防，堡垒最容易从内部攻破。我从来不太担心中国来自外部的挑战和压力，而是一直对存在于中国内部的这些特殊力量的破坏。中国历史上这样的教训太多了。
这篇文章的出现，不但表明决策层“谈，大门敞开；打，奉陪到底”的决心，也意识到最大的危险还是来自内部。
自从美国以贸易问题为由对中国进行遏制以来，国内的舆论场上“中国必败论”和“中国投降论”的声音就此起彼伏，有一出现于2018年上半年中美那轮贸.易战开始不久的奇文最有代表性，该文鼓吹中国“请向美国投降，别闹了。现在投降是最体面的时机，代价最小”，可以说集崇美、媚美和恐美情绪于一体，结论和逻辑比汪精卫的曲线救国论直接多了。
该文不但吓唬中国人“在芯片行业跟美国对抗，可能性为零。在地球毁灭之前，中国人永远不可能在芯片领域崛起到可以追赶美国的地步”，作者还描述了“当微软、苹果和谷歌三大操作系统同时向中国关闭之后”的中国一系列“惨状”，用以支持作者貌似苦口婆心的规劝：“现在投降的好处是无需跪着，站着举起双手即可”。
时隔一年之后的今天，美国正在对中国发起科技战。我们不妨对照一下这篇文章，分析一下投降派到底是真“理性”还是真“软骨”。
美国这次对中国高科技企业华为采取的手段，比该文作者预想的还要“高级”，连非美国企业ARM都停止了跟华为的合作，美国的微软和谷歌等高科技企业，已经跟随美国政府的指挥棒，用他们认为最有效的方式停止了跟华为的（部分）合作，可是，投降派们担心的惨状出现了吗？面对美国的芯片断供，我们看到的是华为把“备胎”转正的决定，面对谷歌和微软的中断合作，我们看到的是华为宣布自己研发的操作系统正在进行大规模测试，并即将投入使用，而且华为的操作系统打通了手机、电脑、平板、电视、汽车、智能穿戴，跟谷歌正在研发的新操作系统属于同一代。现在微软、苹果和谷歌还敢同时向中国关闭吗？我们看到的美国媒体报道，微软、苹果和谷歌等企业，正在游说美国政府，以恢复与华为的合作。
美国对中国的制裁来了，但中国的天并没有塌，投降派预测的场景并未出现。
这也说明，投降派的“理性”就是一个笑话，投降派并不具备他们自诩的什么理性看问题的能力，而是精神上习惯跪着，所以就不看不惯其他人站着。华为等高科技企业的技术进步，经受了多少冷嘲热讽？
对美国这样的强盗文化根深蒂固的国家来说，让步，只能让对方得寸进尺。投降，只能自己坠落悬崖。
还是毛主席看得准：“美帝国主义者很傲慢，凡是可以不讲理的地方就一定不讲理，要是讲一点理的话，那是被逼得不得已了”。“可让的或不能不让的，看准时机让。美国蛮横无理时不能让步，虚张声势时不能让步，不起作用时不能让步，让步必须能扭转局势”。国内的投降派，是攻击伟人最多的群体。在伟人的洞察力面前，投降派的那套自诩理性，简直是蜀犬吠日。
如果美国执政者有该文作者的这种自信，就没必要连形象都不顾，堵上自己的软实力采取流氓手段也要制裁华为。亲美派眼中的美国，比美国人眼中的美国完美多了，厉害多了。
大战开始，中国是到了解决这些“内部力量”的时候了。对这些人，恐怕，光有警告还不够。不排除他们中的一部分人是认识问题，观点和立场是可以改变的。这次华为事件就让很多崇美和恐美者受到剧烈的思想冲击，美国的真实面目，让一部分崇美者觉醒；华为的抵抗意志和积淀的实力，让一部分恐美者开始不那么悲观。但还有一部分人，虽然人在中国，但早已把美国当成了精神祖国，时刻盼望着王师上岸，以“带路”为荣。还有一些买办力量更是把自己的利益和美国绑定在一起。这些势力是会在关键时刻给中国背后捅一刀的。对这些人除了提前进行警告之外，还应该制定应对的预案。
中国对国内投降派的警惕和防范，是中国赢得这场战争的重要一环。
